Tropical Depression Fred brought up to 11 inches of rainfall across Haywood County Monday and Tuesday causing major flooding along the Pigeon River.
Homes were destroyed, two people died and dozens are unaccounted for Thursday with search and rescue efforts underway, the Citizen Times reported.
North Carolina Gov. Roy Cooper declared a state of emergency for the county Wednesday.
"This state of emergency will allow our first responders to get into our affected communities quickly to save lives, restore power, remove debris and bring supplies," Cooper said.
